tribunal trying them. the Causeys in all probability will be arrested in a few days unless they leave the Country - Your order is to put them in Jail without bail. If it is intended that these men shall be tried by the Civil laws, an application 
I do not know by what authority of law I can refuse them Bail, without making myself liable for damages; If it is intended to try them by Military law the warrant ought to issue from the Military Authorities - I hope to hear from you on these points at your earliest convenience, as application no doubt will be made to me for Bail on their arrest
