I have the honor to recommend the following persons as suitable persons to be appointed U.S. Commissioners:

I am unable to make other nominations for this District at present from the fact that I have at present no personal acquaintance with or knowledge of suitable persons for this appointment in other counties of this District.  I will make other recommendations as soon as I am enabled to do so. 

I find that in carrying out what I supposed to be the instructions of a letter dated Jan 8th signed by O.D. Kinsman, Supt. I have invaded the lines of another Bureau District and I am uncertain whether Wilcox County belongs to my District or not, though rations have been issued to that county from this office, and I have [?] considered it under any jurisdiction.  I respectfully request that I may be furnished with a copy of
