I have the honor to report that one half of the corn which was to be issued to the destitute of this District-according to the official estimate-forwarded to me from your office October 30" 1866, has not yet been supplied.
As I had supposed that estimate to be official and final, I authorized, and made myself in a measure responsible for the borrowing of corn from outside parties, so that there need be no unnecessary delay in relieving suffering, supposing that the Government supplies would be purchased and transferred immediately.
As I can get no information from the Commissary Department about the matter and as it begins to look at least questionable as to whether further supplies are to be furnished, I respectfully request such information as will enable me to have a clear and proper understanding about it.
