Office Superintendent Bureau B., F. and A. Lands, District of Mobile, Mobile, Ala February 11 1867. Major Gen'l Wager Swayne Asst. Com. B.R.F. & A.L., Montgomery, Ala. General:- Enclosed I have the honor to forward an order issued from your Hd. Qrs. with an endorsement thereon by Bvt. Lieut. Col. Kelettas, Capt. 15th Infty., Comd'g. at Fort Morgan. As I understand that correspondence will take place on the matter involved which will probably require a report from me hereafter. I forbear, for the present, from any comment on the action of Col. Kelettas. It is perhaps proper for me to say that this action was entirely sudden and unexpected to me, and that I had held an interview with Captain Potter, the predecessor of Col.
