States that he has seen J.P. Richardson State Agt for destitute in this Bureau Dist. & that returns of the distribution of previous supplies will be forwarded immediately

Maj Tracy thinks it not prudent to make any changes in County Agents at present; deems it necessary to instruct them to make no distinctions as to color in distributing rations - recommends that supplies for colored people should be issued by colored agts.

Refers to the loose and unsatisfactory arrangements for transportation of supplies to the several counties; says it is reported that carriers have in some cases seized and sold supplies to pay charges.
