In answer to your letter of the 22nd inst. I have the honor to state that I have seen M. J. P. Richardson, the State Agent in this Bureau District for the distribution of supplies to destitutes, with regard to return due from several counties in this District as to the distribution of previous supplies, and they will be forwarded immediately.

I do not deem it prudent to recommend any changes in the County Agents in this District at present, although I have considered it necessary to direct most positively that they shall be instructed to make their issues without distinction or favor based upon color. I am satisfied, also, that it will generally be better to have supplies to colored people issued by agents of their own race.

There seems to be great difficulty about transporting supplies and the State Authorities seem to have no distinct understanding about paying carriers. I understand that it has been in some way left to counties to pay these expenses;
