Office Sub. Asst. Com. B.R.F. & A.L., Mobile, Ala., April 15th, 1867 Maj. Genl. Wager Swayne, Asst. Com. B.R.F. & A.L., Montgomery, Alabama, General:- I have the honor to state that there have been disturbances in this city for several days past culminating yesterday (Sunday, 14th inst.) in quite a serious excitement and commotion, resulting from the practical assertion, by the colored people, of their right to ride in the street cars. Owing to the time concerned in investigating the matter and the early leaving of the mail, I am unable to make fuller report, but will send detailed report by to-morrow's mail. Very Respectfully. over
