Makes statement in regard to the recent disturbance between certain White & Colored persons in that City

Answer.  The conduct of Major Tracy and his order are approved, and he will be questioned in the policy adopted.  It is considered that the civil rights bill refers only to misconduct [[strikethrough]] under order of regat [[/strikethrough]] on the part of persons in authority, and persons who may be aggrieved by deprivation of [[strikethrough]] the [[/strikethrough]] an equal privilege with other person in the use [[strikethrough]] public schools [[/strikethrough]] railroad cars must seek redress at law of which the equal applications will be rigedly enforsed.  At the same time I shall be glad if Major Tracy can induce the street car companies to [[strikethrough]] get [[/strikethrough]] avoid a struggle which can have but one result, and which apparently has no foundation [[strikethrough]] which [[/strikethrough]] except rights, since the same persons who are free and sought to be excluded, were formerly [[strikethrough]] as [[/strikethrough]] allowed as servants to use the same cars without restraint.
