It has been ascertained from Wash. Higgins that the father, Richard Higgins went from this city some weeks ago to get his child in Mississippi. He was furnished with funds to go, but seems to have no money to get back.

Wash. Higgins is a shoemaker doing a fair business - making, he says on an average, sixteen dollars a week. He says he is able and willing to support his father and brother, and that the facts as set forth in the affidavit of Richard Higgins are correct. I am satisfied that the parties asking transportation if sent here, would not be a burden to the Government.
