Comr., Sub-Dist. of Meridian, attention invited to Circular letter of May 21st ultimo, from Office Commissioner enclosed, and especially is the attention of the Sub-Asst. Commr. called to that clause which declares the necessity for affirmatively stating whether Refugees or Freedmen are dependant upon the Government for support or from prevailing destitution or likely to become so.

The within applicant while away from his home is dependent upon the government for assistance & support. If transportation is furnished him as per within request, he will upon his arrival at Mobile have friends who are able & willing to support himself and child

The name of applicants friend is Wash Higgins a shoemaker by trade, and whose place of business is on Royal St Mobile Ala.
