The "situation" in Mobile has its lights and shades. The induction of colored people into the police force and the accession of loyal men to office have been received with a quietness that has opened my eyes to a great truth - and that is, that the true way to get the respect of the people of the South is in the Government using its power to sustain those who are at heart loyal. There is no hope for the colored race in the future unless in an entire change of the very structure of government at the South - involving a complete overturn of the present system of laws and the enactment of those more equal and just, and a complete change of the officials who administer them. The taint of secession is the taint of Slavery; it is a bar to justice, it is a bar to humanity. Wherever it exists it must be ruthlessly dealt with. And I believe, notwithstanding the bitterness towards the government that exists here, it will be as nothing when it is seen that there is to be a stern and unrelenting punishment visited on those who work and talk treason against it and an unflinching & vigorous support of those who uphold it. These is a growing tendency
