Sir.
I am in receipt of your communications of the 9th and 10th instants, and in reply state. That my reason for refusing to give Eliza Clarke (Col) her child, is, that some ten or twelve months since, she came to me, and requested me to apprentice said child to Dr John Norwood of this County. I explained to her at the time the nature of the transaction and the record here shows that it was done with her consent and at her request. The child, I happen to know is treated with great kindness and humanity, and the Mother is now as she was then, morally and physically unable to provide for it properly. I have not construed Genl Swayne's order as applying to such cases, but, if it does, Dr Norwood is willing to release the minor. As to the case of Milly Dudley, I know nothing, but will investigate the circumstances immediately, and report the result. Enclosed I send an order which
