Sir, yesterday, Eliza Clarke a Col woman complained to me (an acting Justice of the Peace for Russell Co. Alabama) "That James F Waddell Judge of Probate for Russell Co about one year ago, bound out to one John Norwood, her son nine years of age without her consent; and she desired me to secure her child for her; Stateing that she had been to Judge Waddell and he had refused to give up the boy. I told her to go to Judge Waddell again and if he refused to restore the boy; to come back to me again - which she did this morning and says that Judge Waddell told her, That he would have nothing to do with it any further, as he did not wish to hurt Mr Norwood's feelings.

I make this statement to you for the benefit of the woman as well as for information, as there has been several complaints made to me of a simular character, Sincerely hopeing that you will furnish me with such information and instructions as will enable me to dispose of such matters without
