In compliance with instructions contained in your letter dated Head Quarters District of Alabama, Montgomery Ala May 31st 1867. I have the honor to submit the following report.

Employees.
Since the 1st of January 1867 there has been one Clerk, and one Messenger employed in this office.

Freedmens Affairs.
As far as I can learn the freedmen are working very well this year. There are not many complaints of breach of contracts and in most of these cases, the fault is on the side of the employer.

I think the complaints of outrages and injustice are decreasing there have been but about thirty (30) complaints since the 1st of January 1867 and there has been no report of
