WAR DEPARTMENT,
Bureau of Refugees, Freedmen, and Abandoned Lands.
Washington, D.C., July 9th 1867

Maj. Genl. Wager Swayne
Asst. Comssr. Ala

General
I have the honor to transmit by this day's mail 3000 Blanks from No. 2.
I have seen Mr. H. G. Nettleton, and he still affirms that he had 60000 lbs. of meat in Mobile ready for inspection when he reported at Montgomery, but there being objections to receiving it, he sent it to Demopolis, and made arrangements to replace it, & was ready to deliver an higher grade of meat.
Where the exact truth lies it seems difficult to discover.
Very Respectfully,
Your obt. Sert.
E. Whittlesey
A.A.I.G.
