WAR DEPARTMENT,
Bureau of Refugees, Freedmen, and Abandoned Lands.
Washington, D.C., July 10 1867

Major Genl. Swayne
Asst. Commr. Ala.

Genl.
I am directed by Genl. Howard to address you again respecting the "meat agreement" with Mr. Nettleton, who has appealed to the General against your order to accept 70000 lbs. of selected meat, i.e. "clear sides;" leaving the balance on his lands.
Mr. N. claims that he had 60000 lbs. bulk meat in Mobile at the time agreed upon, but it being refused, he sent it to Demopolis. He no affirms that he has replaced this amount with a better article, & has on hand the whole amount of 150000 lbs. ready for delivery and that
