Gen. Howard assured him that you would do what is exactly right, & that you had probably misunderstood the matter on account of Capt. Arthur's statement that there was no meat in Mobile. Hence the telegram of today dictated by Gen Howard. A. B. Nettleton was a Col. in our army during the war, & highly esteemed. He can explain this business fully and it is hoped that you and he can come to a satisfactory agreement.
