Sir.   A gentleman, representing himself as an agent of the Freedmen's Bureau stationed at Gerard in this County, called on me yesterday, and informed me that he had been ordered by Genl Swayne to investigate the matter of a judgment rendered in the County Court against one William Brook, as security for the appearance of a Freedman. I attempted to explain to this Person but am satisfied that I failed to do so the case & simply this & while there was in this County what was called a chain gang, a Freedman in the employment of Brook was arrested, charged with adultery and, in default of Bail, committed to the Chain gang to await his trial. On Saturday before the Monday on which the Court was held, Mr Brook went to the Chain gang and gave Bond for the appearance of the Freedman on Monday, which Bond was signed on Saturday but not dated until Monday.
