Sir,
Having been elected Lieut Gov of Alabama and the State having by "act of Congress" been admitted to representation; the duties of my position as a State officer, incident to the inauguration of the new State Government: will preclude the possibility: of my acceptance of the appointment of Agent in the Bureau of Refugees' Freedmen and Abandoned Lands "State of Alabama". I therefore herewith decline acceptance of the Same, the reason hereintofore mentioned.
