In compliance with Special Order No. 28 dated Montgomery, March 20, 1868, and verbal instructions, I have the honor to submit the following report.

I proceeded, as directed, to Tuscaloosa, Ala., and examined very thoroughly the Lunatic Asylum located near that place. This institution was originally intended to accommodate three hundred patients, but has never been completed. Owing to the present condition of the finances it cannot now, nor for some time to come, be completed, nor can the immediate necessities of the institution be provided without assistance from other sources. So far as I could learn from a personal inspection, and from the testimony of citizens in whom I had confidence, Dr. Peter Brice, the Superintendent, has acted very fairly and impartially towards such colored patients as have been entrusted to his charge; but the increasing
