Sub Dist Mobile, Bureau Refugees & Freedmen
Mobile, Ala June 9.1868

To the School Board of Mobile County
Gentlemen:-
Referring to my letter of the 13th ult I have the honor to state that the entire work of carrying on the Schools for Colored People in this county since the surrender has been maintained by the American Missionary Association with the Co-operation of the Freedmans Bureau - The latter paying rents and the former assuming entire expense of salaries of teachers, superintendent, and their maintenance. Where pupils were able to pay - one dollar per month tuition was charged - but 3/4ths of the pupils received free instruction (an average of 221 free schollars per month)

The inclosed statement of superintendent shows the expenditures for the term ending June 30th to have exceeded the receipts by $6039.50/100.

An appropriation to the associations assistance would greatly facilitate and accommodate present wants of the schools until such time as the Board can arrange for assuming control under The School Laws.

Very respectfully Your obdt. servt.
