examining them. A system for effecting all purchases for the hospital department was recommended to Mr. Rugg, the Sub-Asst Commissioner, and adopted by him, so that in future it is believed no unnecessary expenditures will be made.

In regard to the discontinuance of the hospital I am clearly of the opinion, that, at present, it is impracticable, and cannot be accomplished without serious inconvenience to the sick and indigent people who are now inmates.
