Sir: 

In answer to your communication of the 16th inst I have the honor to state that on the day before its receipt the freedmen of Colgin and Saunders turpentine orchard reported at this office and received pro rata the proceeds of attachment sales in accordance with endorsement order Asst. Commissioner's Office April 9th 1868.
 
I had already investigated, to a certain extent, the points advanced in your letter, and felt satisfied concerning them. The parties in whose favor the writ of garnishment was served, are represented, as citizens of New York by their attorney Mr. Price who is also attorney for the defendants in the suit; which facts seem to indicate that the claim of Evans Gardner & Co. of New York, against Parker Lake & Co. of Mobile, was "trumped up" to embarrass the action of the Bureau. 

The suit of Evans Gardner & Co. was brought too late to go on the docket for the term commencing April 15th, and attachment suit of labors was begun and decided and the money collected of the Sheriff.
