General order does, and was not, intended to interfere with the collection of laborers claims. The ordinance as published in General order No 6 Head Qrs 3" Mil. Dis (C.S.) is still the same as ever, and the subsequent order do not effect it in regard to claims of laborers - the [[strikethrough]] fact [[/strikethrough]] point [[strikethrough]] it is [[/strikethrough]] is a mere subtifuge and none know it better than those who assume it
