Can I learn when Lieut. Henshaw will come? It is very important that he should be here immediately. I am holding off from my office, because I wish to turn over my property and finish up with the Bureau before entering upon its duties. It is specially desirable to have him take the office before the end of the month, because the monthly returns are all made out for a transfer, and they will be wasted if the transfer is not made before the close of the month. 

I think the withdrawal of troops from this place is very bad policy. If they are allowed to do anything towards suppressing an outbreak, there never was more need of them, for the elements of a disturbance seem more active than ever before.
