Sir:- 
In reply to your communication of the 5 inst. making inquiry relative to the general character of Mr. Jno W. Raines, his effiency as a clerk and the extent to which he has been interested in politics. I have the honor to state that of his general character I know nothing: he has been represented to me as a good clerk: he has interested and is now interesting himself actively in the Election of Capt Jno. B. Callis to a seat in congress. He is now occupying an office ostensibly closing up Capt Callis's business. At the door of that office a crier frequently announces to the public "here's your place to get your Callis tickets." Further than his aid to Capt Callis I am not aware that Mr. Raines has interested himself in political matters.
