other aid furnished to freedmen from the means of the old owners that still seem to be believed yet by some of them - And it would aid I think to add that employers should have a prepared lien upon the laborers wages or share of the crop for actual advances to support their families with some prompt mode of settling all controversy between employer & employee - This I think would assist men with large families dependant upon them to get employment. These last suggestions are of course predicative upon the supposition that these matters will still remain under control of the Bureau for the present year - Whenever I can get any definite information on these matters I will report to the Department.
