On 14th inst report came to my Office that G.C. Ingraham and two sons in Clay County had forceably and without any authority taken forty two (42) bushels corn, three hundred and twenty five (325) pounds meet and one gun from a freed woman (widow).

I at once ordered J.A. England Justice Peace in that precinct to arrest said Ingram and sons

As no action was taken in the case it was again reported to me. In course of my inquiries, I learned that Justice England was so intoxicated he could not read my letter when delivered to him. In view of assertaining this fact beyond a doubt I learned that said Justice Peace (England) also the man Ingram was stilling spirits in violation of U.S. Int Revenue law, and that Ingrams two sons were members of the Black Cavalry which caused so much terror to freed people in Clay Randolph and Coosa Counties

Desirous of restoring corn meet and gun to colored woman as soon as possible, knowing by past experience that Capt Hedberg Comdg troops at Jacksonville was ever ready
