R [[stamp]] Bureau R.F.& A.L. Washington Rec'd Feb 18 1868 [[/stamp]] E and M 571 O.A.C. Ala 1868 State of Alabama Bureau R.F. and A.L. Montgomery Ala Feb 13. 1868. Referring to telegram from E. Whittlesey, A.A.A.G. dated 12th Feby 1868, this communication is respectfully forwarded to Maj General O.O. Howard, Commissioner, to know whether the interest taken by Mr. McGogy in the matter of the "elect [[strikethrough]] ric [[/strikethrough]] ive franchise" is within the purview of an Agent of the Freedman's Bureau, and whether it is to be considered as an evidence of an undue interest in the political affairs of the people calculated to impair Mr. McGogy's usefulness as a "Middleman" between the planters and the colored people, or as simply an exercise of his rights as a citizen.
