No 1

Having come to knowledge Sub Asst Commissioner Bureau R F & A L. Sub Dist Talladega that many employers throughout Sub Dist are obstructing colored laborers from exercising the right electoral franchise by threats of discharging them from their employ &c. The Commanding General has ordered that bargains or contracts to labor shall not exclude registered voters from right to vote; or shall more than actual cost necessary time to vote be charged to him. Any persons whatever making any attempt to obstruct election or intimidate any persons from voting under pretense of violating bargain or contract, when reported to Judge of election or Sub Asst Commissioner will for punished by military law.
