The note from O.D. Kinsman, Sub. Asst. Comm. &c. to Maj. Pierce in relation to the case of Dorcas Starke, & by Majr. Pierce forwarded to you for investigation & report, has been read over by me, & I take pleasure in furnishing you the following 
Statement

Dorcas Starke, before emancipation, belonged to Rev. N.R. Morgan of Eutaw & always sustained an excellent character as an industrious faithful & honest servant. After the surrender, she removed to Mobile to spend the remainder of her life, with a son residing there. This son died in the early part of last year, & after his death, Dorcas returned to her former home, where she remained until she started to Warrenton, N.C. where her only surviving children reside. Several letters have been recd. from them, desiring her to come to them for shelter & support, but they were unable to furnish money to pay her expenses. She finally concluded to make a start for Warrenton, & after her money was exhausted, trust to the assistance of the Bureau & the charity of the Rail-Road Conductors. I have no doubt of the fact that she has children, near Warrenton, who are able & willing to take care of her, & I can state of my own knowledge that she has no children in this state, & no near relatives or friends, who are able to bear the expense of her support. 

I have no hesitation in recommending her to the kind consideration of the Comm. of Transportation, & in saying that any assistance rendered in helping Dorcas to reach her friends near Warrenton will be bestowed on a needy & worth object.
