On the 1st day of August 1867. I forwarded to Hd Qrs. Dist of Ala, an affidavit respecting the loss of one horse, while in the discharge of my official duty: in compliance with orders from office of Asst Commr Bureau R.F. and A.L. State of Ala, Said Affidavit was approved by General Swayne, and forwarded to the Commissioner, Bureau R F and A L Washington D.C. August 27th 1867.

Owing to my omitting to state the Circumstances in full, said Affidavit was returned disapproved by General Whittlesey, Sept 10th 1867.

I more fully explained the circumstances and reforwarded the same. O.D. Kinsman Sub. Asst Commr informed me in October last that owing to the absence of the Asst Commr. said affidavit
