I am am informed that in the western part of this county where they have a sever [[severe]] drowth [[drought]] last year that there is already a very considerable amount of Suffering and before there can be another crop made the Suffering must be immense unless there is some means provided for their relief and I believe that many of those that have hired laborers will break down and fail to carry through their crops unless the Government or Some other means are provided for them to procure supplies to make their crops  upon if the Government would furnish Supplies to planters and take mortgages upon their crops it would enable many labores [[laborers]] to find employment that otherwise will not and thereby prevent a vast amount of suffering and the Government would not loose but very little in the opperation. [[operation]] I think that will be the best thing that the Government could do for the Sufering [[suffering]] Classes of this country if the supplies was put in the hands of Suitable men to distribute and to be distributed only to those who were unable to work free, but to be let out to those who are making crops when mortgage liens up the crops when made that would enable many who are now idle to get employment &c
