the Bureau, I think that if a civilian is to fill that position, my application should be the first one considered. I however leave the whole matter to your good judgement, and only ask that you consider it.

The only references I have in Montgomery at present are Capt. W. C. Arthur, Rev. A. S. Lakin and Capt. A. J. Applegate.(Lieut. Gov. elect.)

This application is the second one I have ever made for any position whatever, and I feel a delicacy in making this one; and were if not that I have a bad wound wholly unfitting me from performing manual labor, I should not ask this.

If it is impossible for you to make me Commissioner at Huntsville, you would confer a great favor upon me by ordering me back to my former position.

May I expect to hear from you soon
Very respectfully
Your obdt. servant
John W. Raines
Clerk - Bureau
