General:
In obedience to your orders I proceeded in person to Fredonia in the County of Chambers for the purpose of investigating the alleged murders and other outrages committed upon Freedmen in that vicinity; and would beg leave to submit the following report, together with the accompanying affidavits.

1st. I learned from the citizens in the neighborhood of Fredonia that since the close of the late rebellion there have been (within ten miles of that place along the State line of Ala and Georgia) at least eight or ten Freedmen murdered; some by being shot down in their own houses after night, others by having their throats cut or skulls broken, and still others drowned or put to death by some means and their bodies thrown into creeks and swamps

2 That the Freedpeople in that section are generally badly treated in various ways, as for instance, in some cases they are robbed of their property, especially their guns and ammunition; and no unfrequently whipt and otherwise
abused
