Suggests that, if found impracticable to send to Ala. the Officers of the Army V.R.C. ordered to duty in the Bureau, as requested in his endorsement of March 26/68 - Retired Officers of the Army be detailed for the duty, as there are not Officers there who can be detailed from the Troops for that purpose, & because of the necessity of having detachments stationed in every Sub Dist of Ala. with Officers to command the same.

Respectfully returned to Bvt Brig Genl O.L. Shepherd Asst. Commr of Alabama. The Commissioner has consulted both the secretary of War and Genl Grant, and they do not know any retired officers whom they can recommend for such duty. Brig Genl Grant has ordered eight companies to Alabama and he thinks they will furnish all the offices needed.
