I have the honor to report that in obedience to your order I proceeded to Tuskegee Macon County Ala and investigated the statements of J.H Alston (Cold) concerning the (Cold) mens receiving (from the KKK) notice to leave their places on pain of death. Alstons statements were coroborated by several men white and black and I am satisfied they are substantially true Complaints of like character having reached me from various parts of this Sub District. Numbers of freedmen have left their homes on account of these threats and are afraid to return.

I was unable to find out who sent any of these notices, as they are signed by some fictitious names and sent through the Post Office or posted upon the premises of those whom they wish to intimidate.

I have given notice to the civil authorities as directed
