Respectfully returned to Bvt. Maj. Geo. Shorkley A.A.A. Genl. with the report that from investigation I am unable to find that Mr. McKibbin has been habitually intoxicated on duty. The statement of Lieut Savage made to me would sustain the charges within made, but from the statement of the A.A. Surg of the Post, who states that he has not seen Mr McKibbin intoxicated but once, and that after office hours, and the enclosed statement of A. Wood, Judge of the County, Isac Frank US Int. Rev. Assessor, and Dr. J.C. Francis, handed to me by Mr. McKibbin, who made the same statement to me verbally. I do not

think the evidence enough to sustain the charges within made. I have continued Mr. McKibbin in his position as clerk.

From the amount of business that the records of the office at Jacksonville showes to have been done, I would recommend that the records of the Bureau of that place be removed to the office of Sub Dist. Commr, as in my opinion the business of that portion of the Sub Dist. can be attended to by the Sub Asst Commr visiting it once in two months for the purpose of attending to the interest of the schools
