As property pertaining to the QM Dept. USA. cannot be sold by order of the Commissioner, separate lists of such property should be forwarded, an order that the same may be disposed of under the direction of the QrMaster USA.

The secretary of War having authorized the Commissioner to direct the sale of unserviceable or surplus Bureau property, the general authority asked for by Col Beecher cannot be granted.

As regards the hollowware, for the gratuitous issue of which Sub Asst Commr Geo. R. Sherwood asks authority, it is remarked that it is not understood of what this ware consists how it came into possession of the Bureau - information under these heads is requested. In the meantime Col Beecher is informed that there is no authority of law or regulations for the gratuitous issue of hollowware, whether the same to iron or earthenware, to destitute freedmen.
