Dear Sir your Circular of December 29th 1867 has been Rec'd as regards the distribution of our County and State we need Provisions to feed Laborers and Paupers, and money to Employ the Laborers, we need some Remedy against persons Bonding their Crops, to small merchants, for provisions. if farmers could get advances on their crops without paying three or four prices and then swindled out of the Remainder of the Crop by those that hold the mortgage I think, it best for the State or the United States to take the matter in their own hands and give the poor Laboring man a chance to live.
