election, and a new State constitution is inevitable.

The past two months I have been taken from my office almost entirely, to look after other matters connected with the Dept of Civil Affairs.

We still have funds from which to aid in building, and I have not forgotten your needy condition. I shall turn my attention to your application at the earliest moment possible.

Write me soon, with a full statement of facts, and give some account of your prospects.
