Sir:
There has an epidemic arisen in this city so widespread & fatal as to be fearfully alarming.
It is by for more prevalent and fatal among the freedpeople than among the White population, from the fact that the physicians of the place refuse, in most instances, to attend upon them unless paid their large fees in advance, which the freedmen are so often unable to do.
Seeing these things are so, I respectfully request that a physician be employed here by the Bureau to attend upon this unfortunate people till the danger has passed.
