I am directed by Bvt. Maj. Gen O.O. Howard, U.S.A., Commissioner &c., to enclose herewith, for delivery to him, the discharge of William Ellis, late Pvt. Co: "E" 101st U.S.C.T., whose claim for bounty has been disallowed by the Second Auditor of the Treasury on account of his having been paid $100.00 — the entire amount to which he was entitled.
