Sir: 
Your PROPERTY Account "Stores pertaining to the Bureau Refugees, Freedmen, and Abandoned Lands" for the month of March, 1869, has been received, examined, and forwarded to Third Auditor of the Treasury for final examination and settlement.

Your early attention is called to the following remarks viz. : 

Voucher No 2, Abstract "L" — School Buildings expended as "Dropped from Returns in accordance with directions from the Secy. of War, contained in letter of Henry M. Whittelsey CQM. B FR&AL., dated War Dept &c, March 12, 1869." — Mere reference to the authority under which this action was taken is insufficient: Properly certified copy of the instructions should accompany the vouchers.

NOTE. — Reply to be marked Vol. 5. of Accounts, page 6., and addressed to Major-General O. O. HOWARD, Commissioner.
