Dear Sir,
One fifth part of the Winder has been moved to its place at an expense, I believe, of something over $600. I can remove the remaining four fifths for about $800. But the step which should have been taken first has not yet been taken at all - that is to provide offices for the Bureau officers. That was the original and only condition of Genl. Howard, with which Mr. Chase has been familiar all the time, and for the non-compliance with which he was [[strikethrough]] orered [[/strikethrough]] ordered to stop. I sent you Genl. Howard's language on this subject in a letter dated April 13. I am bound to suppose that Mr. Chase has some arrangement in mind, or perhaps completed, of which I am not informed. You will remember that when I parted with yourself and Mr. Chase I called his attention to that matter and he replied "that is all right" or "will come right" or something to that effect. 

In the absence of any information Mr. C. may have which would help me, I will do my best to find what can be done; and report either by letter or in person. It is doubtful whether I will come to New York, unless the business
