In reply to yours of the 23d inst I am instructed to say that the subject of a school of an advanced grade for the colored youth of Virginia has received the attention of the Asst. Comr. and a location for it has already been designated.

My own impression is that the congressional appropriation for school purposes contemplates common learning for the masses rather than higher education for the few.
