Our Dear Genl

Rebels are "gay and festive' in Richmond, with Genl Brown gone for twenty days (which the Richmond papers say they "hope may be indefinitely extended") and Genl. Terry ordered away. Still we have concluded to trust in God and the patriotism of the American people and keep our powder ry until after the Philad. convention.

I have a proposition from the central Commission to furnish from $3000 t $5000, - the latter being the upper limit - for a good High School Building, provided something substantial can be had from the Bureau. Aside from this the demands upon the Bureau for Richmond will be light, compared with the amt. at its disposal for the state. Cannot you allow $1000, either in the form of a gift or as rent? If this amt. can be had to pay the last bills when the buildings are complete, I will engage to show you a good thing about the 1st of October.
