Rev. Chas Clutz

Dear Sir:
Your letter to the Spt. Com'r. at this post has been referred to me with instructions to reply. Your request is for some duty in connection with Freedmen's Schools. There is but one position in the educational department filled by the Bureau, and that is Supt. for the State. All other positions, as teachers and local Superintendents, are supplied by and at the expense of, the various benevolent Freedmen's Aid Organizations of the north. I suppose this fact must have been known to Gen. Howard.

The Congressional appropriation is for School Houses and $12000 for School Superintendents, which evidently is designed to furnish one Sup. for each Ass't Com'r. Whether this position is filled in all the states I am not aware.

Very Resp,
R.M. Manly
