Dear Sir:

Gen Brown directs me to ask how many teachers you will furnish to Petersburg! Some of your teachers report from there that they are without school rooms. That is because the proper steps have not been taken to secure them.

In August Mr. Hawkins inquired how they (the soc) should get school rooms at Petersburg. I replied Aug. 20 that "the proper way would be to make formal application directly to this office for school rooms at Petersburg for the number of teachers you propose to send." See sec. 13 of The Bureau Act. The Bureau cannot assume that teachers will be sent and supported by some society, but is to "cooperate" and provide school rooms whenever "such association shall provide suitable teachers" &c. As the application was not made, no measures have been taken.

As soon as we can ascertain the number of teachers you will send to that point, steps will be taken to provide to the necessary Rooms Do not send any more teachers to Richmond, until another notice. I am afraid that
the unfriendly attitude of the leading colored church here to the district system will do harm to our arrangements. I shall however know more fully in a day or two.
