Dear Sir:
Your communication of this date to Gen. Brown has been reffered to me. In reply I have the honor to inform you that the assistance of the Bureau in the establishment of schools, is by law, restricted to those where the instruction is gratuitous. If it is your design to establish a Free School the necessary facilities will be furnished. I should be glad to confer with you personally in regard to the matter.

P.S. I have conferred with Gen B since writing the above. He thinks a liberal interpretation of the law might warrant him in providing assistance, although tuition is charged, where such assistance would be necessary to the maintenance of the school. Your offer is thankfully recd.
